UKGC Reveals Single Customer View Findings

20 months after the UK Gambling Commission kicked off its Single Customer View (SVC) initiative, it has enabled the ICO to publish the findings of its Phase 1 Sandbox Review. So far, it looks as though many of the initiatives set out in the SCV are considered legal, necessary and proportionate.

In November 2021, the UK Gambling Commission submitted its Single Customer View project to the ICO (Information Commissioner’s Office) for review. This week, it was finally able to witness the fruits of its labour when the ICO published its Regulatory Sandbox Phase 1 Outcomes Report.

What’s the purpose of an SCV?

The SCV initiative came about as a result of a special Gambling Commission event that was held in Birmingham in February 2020. Over 100 experts, including representatives from 12 major gambling operators (including William Hill, GVC, Sky Bet, Betfred, Bet365 and 888) were invited to “unpick the challenges associated with achieving a single customer view”.

The idea is that an SVC would act as a single industry-wide solution that would help to reduce gambling harm, particularly for customers who hold more than one online gambling account.

The initiative was sponsored by the BGC (Betting and Gaming Council) and members of the ICO also attended to give input around customer privacy and individual rights.

What progress has been made so far?

Phase 1 of the Sandbox Review aimed to determine whether allowing online gambling operators to share behavioural data was lawful and in line with current GDPR (General Data Protection Regulation) laws.

It found that using behavioural data developed through an SVC could be legally viewed as a “legitimate interest” or ‘public task” if the usage related to identifying and preventing gambling harms.

While the UK Gambling Commission does not intend to dictate the final solution for the SVC, it has helped to ease the path for further development and testing within the UK gambling industry and put operators’ minds at ease that any such solution would be fully compliant with GDPR laws.

Chris Philp, the Gambling Minister, has also welcomed the findings and is eager for gambling operators to “come together to quickly deliver a meaningful solution”.
